People feel unsafe in this environment of tolerating unlawfulness. By and large it's what I hear in situations like this.

The guy wasn't violent but if anyone had actively tried to stop him, maybe he would have been? And if someone then gets hurt, the bad guy and the good guys somehow (often) share the blame for someone getting hurt.

I always have to laugh, so many of us have resorted to sarcasm with the growing lawlessness..."at least he wore his mask!"
