First off, I'm not sure that I believe that California actually has a budget surplus simply because they claim to have one and now want to send free money to residents.
Maybe it's true this time. Maybe it's bullshit coming from a governor trying to stay in office. Or maybe the motivation is just socialism.
Either way, have you never heard about the states predatory litigation tactics for suing out of state companies that sell to California residents?
You make and sell widgets in Vermont. People in California order your product and it's shipped to them via UPS for example. Your widgets product or product labels don't meet California's draconian consumer protection laws so the state sues you.
They barely mask their intent. It's not about consumer safety. It's another way of generating tax revenue.
