The whole voting state saw Cook play and win a championship. 3/4 of the state voting never saw Hetzler play since they lost in the playoffs. The district coaches saw both players.

Cook:
Passing: 2563
TDs: 22
INTs: 3
QB Rating: 174.1
Rushing: 440
TDs: 5

Hetzler:
Passing: 2122
TDs: 32
INTs: 6
QB Rating: 194.6
Rushing: 424
TDs: 5

You probably couldn't go wrong with either.
 
It probably helps the voting when two of the district coaches are father and son.
 
I am sure some bias comes into the voting. Ex. - maybe they pick Hetzler because he is a senior. Or maybe, the other coaches feel like he didn't have the weapons around him like Cook. Either way it doesn't matter, because Cook showed he is the best QB in the state in most people's mind.

These awards are all subjective anyway and just provide more message board material. We've seen three different all state teams and not anyone is close to the same. The only awards that really matter are district championships and state trophies. That's the hardware people will see and remember 20 years from now. Nobody except blood relatives are going to remember who was 1st team or 2nd team or not on any team.
