Shuttle hurdle DQs

What the hell? A fourth of the 3A boys shuttle hurdle relay teams DQ'd. Lots of DQs in other classes too. We're these guys leaving too soon on the exchanges? Just curious what's going on there.
 
My guess would be leaving too soon and even possibly not clearing the entire hurdle with the legs. Most meets don't have judges at each end that are real hard on leaving or moving too soon. You get to State at the judges are hard core on sitting still and leaving when the incoming runner crosses exactly.
 
I also believe that you must hold set in the blocks for a full 1 second before leaving, which I hear is a big reason for a lot of the DQ's. They have 2 spotters for each exchange area, so it sounds like they are trying to get it right.
 
I'm not sure it's right to suddenly call an event closer than they have all season. I realize that each meet will vary in quality of judging, but it seems as if the 8 guys at State holding flags are a bit too eager to hold them up.
