How does Chariton win the sportsmanship award?

Does the IHSAA just pull these awards out of their ? I was in attendance for two of Charitons games this week and both times their fans were extremely non sportsmanlike. Some of these actions include racial slurs at a black ref, cheering when a player from the opposing team was injured or got fouled hard, one fan even got thrown out for yelling "yeah take them out" and proceeding to flip off the Pella coaches and WATERBOYS! Not to mention there constant battering of officials. This is a joke. Chariton does not deserve this award.

Superintendent is probably one of the Boonie boys or kisses their tails.
 
Well all those hack refs getting inducted to the Boone hall of fame comes to mind
That is something that needs to go quietly away but then they will come up with something else to honor themselves like ' official score book keeper ' hall of fame.
 
Historically this award seems to be awarded to schools that may not be regulars at the state tourney and is a "parting" gift of sorts. Is something nice the school gets to go home with and the town can celebrate. I guess I've never seen a list of the winners, but I know when my hometown made it back in the day (and we were far from regulars), we won the sportsmanship award as well and had no business winning it (I'll leave it at that!)
 
I heard that Chariton brought a huge crowd for their games and were very enthusiastic; that usually wins it. The winner of the most all-time Sportsmanship awards is Dubuque Wahlert, which also has a state-record 29 appearances at state, and they sometimes brought crowds of a couple thousand in past years.
