That's not completely true, the state basically does baseball substates by geography, yes if there are two teams that are highly ranked and they can send them different ways they will do that, but usually teams in the corner of the state have to play each other. You'll see basically the same teams paired together in those areas, as you move away from the borders there tends to be a little bit more mystery. After the substates come out then teams get a seed, by adding up the total points you get for your wins (4 points for a 4A win, 3 for 3A, 2 for 2A, and 1 for 1A) and divide that by the number of games you played. The 1 seed and 2 seed will always be opposite, and 3 and 4 will be opposite, 5,6,7,8 get placed by geography.
