Back to the OP, here’s why NASA didn’t make arrangements to bring them home sooner.

TL;DL - funds. It would cost $30 billion to bring them home. A drop in the bucket compare the the greenbacks we sent overseas. They had to wait for either a new budget cycle or a new administration to release the funds to get them home.
