Substate and seeding question

Being in Sioux City, our 4A Substate is always the SC Metro, and CB Metro.

How do they determine the other Substates and how do they seed the teams in the Substate? How about venue for the final? I’m pretty positive East was the #1 seed in last years Substate but had to play second seeded CBAL in Council Bluffs? That makes zero sense.

Also does anyone know why they don’t use the Mid-American Center in CB for Substate finals or is that over kill? Never been there before but it looks bigger than the Tyson
 
Pretty sure districts and substates are geography based. Thus the tendency to run into big games before making it to state, or having the occasional non-competitive games at state.

Not sure how the seedings work.

They’re geography based but not entirely. Example, i know they split the Des Moines public schools up and the substates change each year. In the west end of the state there really are no other options. In football, districts are a geographical travel nightmare.
