I'll just stick with the 1A champs since this is the 1A board.
I'll try to find stats from 2004-2007, but the State archives only go back to 2008. Quikstats did have box scores in 2007, but CB St. Albert never posted (QUICK, CALL GHOST!!!). Anywho.....
2013- Regina (16/16 202 yds 1 TD; of 431 total).....196/287 2,661 yds 23 TDs, 4 INTs
2012- Regina (17/25 297 yds 2 TDs, 1 INT; of 383 total).....159/256 2,635 yds 33 TDs, 7 INTs
2011- Saint Ansgar (0/1 0 yds; of 234 total).....35/72 501 yds 8 TDs, 5 INTs
2010- West Lyon (4/4 106 yds 1 TD; of 323 total).....48/72 732 yds 8 TDs, 4 INTs
2009- CB St. Albert (10/16 96 yds 2 INTs; of 374 total).....133/213 2,125 yds 30 TDs, 7 INTs
2008- Emmetsburg (3/8 29 yds; of 176 total).....27/55 659 yds 10 TDs, 2 INTs
2007- CB St. Albert (???)
2006- CB St. Albert (6/10 74 yds; of 232 total)
2005- Regina (???)
2004- CB St. Albert (???)

So, thus far, Regina seems to be the only team that really put up big numbers passing. West Lyon did too, with 4 completions for 106 yds, however that is only similar to what SE does with their passing game, more often than not, and not a case where passing is a truly normal part of their offensive game plan to have a balanced attack.
I'm assuming the 2007 CBSA team will look somewhat similar to their 2009 counterpart because of Jake Waters being the QB for both seasons. That seems to be the biggest difference between these other years and the three 2,000+ yd outliers. It's all about the QBs. CBSA had Jake Waters in 2009, and Regina has their system, and Drew Cook for 2013 and this season. (I know the QB before Cook was good, but didn't know where he ended up, though I assume at the next level).
