Out of state opponents

How does the state handle seeding of a team when they play out of state opponents. Fort Madison and Keokuk both play a couple of out of states opponent.. If they were to reach the State tourney how does the state handle those games?
 
I think that the game is not counted. Iowa teams this year have played everybody from major city #1 powerhouses to tiny schools with only a few wins. It is almost impossible to compare class/division strengths.
 
The state looks at the school size and compares that to the size the school would be in Iowa.

I assumed this, but couldn't find it in writing. Council Bluffs and Sioux City schools usually play 2-3 NE schools a year and I couldn't bring myself to believe they just ignored those games.
