My idea for this reef...

... is to load this up (when they're ready to tug it out to to its final resting place) with all the most heinous, repeat/unredeemable prisoners in our prisons on death row (or not yet) and let the Navy & Air Force use it for target practice. Wouldn't that make a REALLY great reef if it is already stocked with fresh meat? Would like to require the 'less deadly' prisoners, people in jail, or whoever else wants to, watch what their future is should they continue down the path. THEN... since we now have 1/2 empty prisons everywhere, sent all of the remaining ones to the most secure prisons. NOW we have a lot of empty prisons that are already set up to house & feed people (and entertain, workout facilities, etc...)... it's a built in spot for the disabled, elderly, or others who truly need a hand up. Even the street rats (formerly know as 'homeless') get to come in for a short period of time to get their act together and/or they get a ticket on the next ship leaving port for another reef. The process will take at least a year. The ship—more than 100 feet longer than the Titanic—will then continue its journey before resting roughly 180 feet underwater and 20 miles off the coast of Okaloosa County, Florida. The ship will sit upright on the seafloor, becoming a habitat for marine life. The voyage follows a legal battle and decades of decay while the vessel has been anchored in Philadelphia since 1996. The SS United States ferried four US presidents and hosted numerous celebrities like Marilyn Monroe, Marlon Brando, and Grace Kelly. It set transatlantic speed records and completed roughly 800 crossings until its retirement in 1969 as air travel took off. See its history here. My dad was always opposed to the electric chair. He felt like electric bleachers were a better solution.

As a bonus, first time offenders could collect the bodies and clean the bleachers after each use.

That's an awesome idea! Your dad was a genius.

When I was around 13, my dad & I went fishing near Bay Minette and it was the first time I saw the 'Mothball Fleet'... I started thinking then about how they should use them for fishing reefs to get rid of them. A few years later, I added the idea of getting rid of the permanent class of non-reversible, completely incorrigible high recidivism inmates who are violent with zero chance of being rehabilitated. Not to mention the ones on death row for 25 years dragging down the legal system.
Looks like a win-win to me.
