To me it looks like he moving while in a screen position. As of read you can't be moving in a screening positions.

No that was not an illegal screen. The screener gets to a set position and is then pushed from behind by the defender forcing him to go slightly forward. If anything it could have been a foul on #3 for white, but a no call is probably the best decision.

Called what? He would have been stationary, but #3 in white 2 hand shoved him in the back. If anything, a foul should have been called on him not the kid setting the screen.

The points on the shove in the back are obviously valid, but I'm setting a screen on 12 in white every possession if he's simply going to stop playing the moment he is touched...pretty weak effort on his part.
