My theory is Clear Lake had the best point differential of the teams that tied for first and were runner up on head-to-head. Waukon had the best PD of all runner ups and got to avoid a champion first round.

There's nothing in the association's postseason manual about runners-up playing each other in the first round of the playoffs, but it does address this scenario for quarterfinal games.
