I wonder how this is going to pan out...

Currently, athletes must wait 90 days to participate in varsity athletics once they've moved to a new school. On Thursday, Governor Terry Branstad signed a law that will waive that waiting period if an athlete is the victim of bullying.

But how the rule will be enforced is still unclear for some athletic officials.

"Right now I haven't seen the finite protocols that will determine what is defined as bullying," said Dr. Anthony Pappas, athletic director for Waterloo West High School. "I don't think any athletic director in the state has those specifics in front of them."

Interesting. There are a couple of cases I know of where the transfer was because a kid was being hit up for gang recruitment. I wonder if that would count at bullying? Will the kid have to simply self-report the problem? Seems open for abuse.
 
I'm sorry but this is a joke. This is going to be abused by any kid who wants to change schools for sports reasons.

I don't think so, Having a founded case of bullying is more than just making a simple accusation, there would have to be an investigation by school officials and they would have to substantiate the claim. I would hope the state rule would at least make this a requirement to utilize this new transfer rule, and considering schools have to report founded cases of bullying to the state I would highly doubt a school district would allow kids to abuse this exception rule. I think the rule has it's merit but like anything it needs to have clear criteria for when and how it can be applied.

Dragon7678 is pretty spot on. A lot more to the current transfer rule when bullied than just a single accusation. It's a relatively drawn out process. I don't see it being used very often.
 
That was my concern - how hard would it be for a kid to create 2 FB accounts and bully himself so he can jump to school "X" to play? Or claim he is bullied but that it is all "personal contact out of the school's eyes"?

I see this being a headache for the state.
