2016-17 4A Redistricting...

They may start the season ineligible many times but by mid season they are passing, I would imagine the curriculum makes it possible to get passing grades. I assume they would have to take in their enrollment unless there is a policy where if that route is taken then sports is not an option.
Metro in Cedar Rapids has boys basketball and girls volleyball but they're not sanctioned by the state. That being said, the alt high school of today isn't the alt high school of yore. Metro has a STEAM academy and I'm fairly certain the only steam that would be in the old style alt high school would have been in the boiler room.

I don't believe Burlington has any alternate school participants, and I'm sure they're not in the bed count.

How many students at traditional schools aren't eligible because of a failing grade or code of conduct violation?

I'm guessing IC Liberty will be included in the 4A districts, leaving one Eastern district with seven teams for 2016. That would mean just Western Dubuque moves up and some Week Zero games for those 4A schools in Liberty's district.
I hadn't even considered this option, but I wasn't privy to IC Liberty opening within the next two years. This will almost certainly be what happens, as it's the identical situation the state addressed when Ankeny Centennial opened recently. What this also means is that Marshalltown will almost assuredly stay in the western half, probably in a district with Fort Dodge, Mason City, Indianola and a mix of four Polk County schools.
