Officiating inconsistency in Class 1a

This year in class 1A Coaches are to the point that they must scout officiating teams and practice for how the game is called. Is it due to unclear rule changes? Is it because of a shortage of officials? Schools are pushed into hiring officials that do not do a good job because there is no other choice. I really do not know the answer. But there is clearly an issue.
