Will Rankings Determine Seeds for Substate?

Does anyone know if the IHSAA will be using rankings again to seed teams and determine home field advantage for the district/substate playoffs? If so what week will they set the seeds and brackets? The last couple of years it seems they set them too early and then unseeded teams beat the "top seeds" but wound up playing on the top seeds home field (which were not even regulation fields) in the playoffs.

Anxious to see what the plan is this year and if they have made any adjustments.

a) Schools will be assigned to a substate site based on geographic location and rankings of the IHSSCA.
b) Schools submitting an entry card will be notified of their substate assignment and pairings the week of May 9, 2011.
c) Substate teams will be paired using a seeding method of pairing involving the IHSSCA rankings and the IHSAA draw..
