What coach has the most success with the least talent every year?

Butch Pedersen.

- In 2013, the Bears were projected in numerous publications to finish anywhere from 3rd to 6th in their district. Meaning an average of 3-4 wins.

They won 6.

Butch knows how to get the best and most out of the student-athlete, and it goes far beyond a football field.
 
not familiar with 3A teams but in 4A it WAS Phil Holdiman until he retired (and the difference once he left was huge).
 
I think a better way to phrase it would be 'what coach makes athletes out of what they have to work with'.

You can look at it as a team of otherwise "average" players at the start being coached up to compete with other solid teams, but really what the coaches are doing are "getting the most" out of their players, or finding a way to use them to play up to the best of their potential. I don't look at that as a lack of talent or athleticism, but rather getting more out of it than they would with another coach who maybe doesn't know how to or isn't as good at getting more out of that team.

One way you can tell this is by finding a coach that is a winner no matter where he goes.
