I would assume to give a frame of reference with regard to the strength numbers for the top 15. A random 159.54 makes more sense if you know where the bottom is.

Going back on same post several weeks there were no bottom 5 teams in previous weeks...in one of the same posts in other classes ...a point was made that the lowest rankings in the bottom 5 were from the same district. I just want to see why the lowest rated strength teams were noted after week 8.
