Split DSM Schools up between east and west?

The west seems to have all the power, IMO the west had the 4 best teams in the quarter finals both this year and last year. Could the state not split the west (DSM Schools split between east and west) up a bit to even it out?
 
Yes. I don't see them sending any combination of Ankeny/Valley/Dowling/Johnston/SEP/Waukee to play Cedar Rapids, Quad Cities, or Iowa City teams in district play.
 
I'd love to see non-district crossovers set up similar to the big10-challenge in basketball. Take each side of the state and use the playoff points for the 2-year cycle to rank each side of the state. Then in week one or two have a cross-over week where the top 10 teams play the corresponding from the opposite side of the state.

In 1999 Cedar Falls was put in the west side of the state and played Newton, SC East, and Valley before losing in OT to Iowa City West. That's when the state put the east/ west split into effect. At that time Iowa City was the equivalent to West Des Moines with City High and ICW trading championships. It was the outcry from the west that made the east/west split. These things go in flows.
 
If the west pulled for the east/west split and has since greatly benefited from that split, why would they let it go back to a mix&match? The west clearly has some pull with the boys in Boone, for better or for worse.
