Should the state try to....

Only situation I would say yes they should try and avoid conference matchups is if there is a tie for seeding. Then the first tiebreak rule, in my opinion, should be worded to avoid a conference matchup, then go to the rest of the criteria they have. Shouldn't just flat throw out seeding procedures though.

Why? They don't attempt to avoid any other match ups. Just throw out the seeding then and have a blind draw like wrestling.
 
Conference match ups aren't that common. Even then, they have a seeding process already in place....why mess with it again?
