Should referees understand the rules?

Having watched the Dowling- West championship game, I couldn't help but wonder how much it would help if the referees were told the rules of football beforehand, to help with play calling. I don't think training the referees would be a bad idea either. I felt so bad for those poor dads who must have been asked to ref right before the game.
