North - South (or Valley - Muscatine)

Instead of east - west we should do north south with the dividing line being I-80. That way Valley could play the muskrats of Muscatine instead of Dowling. Does Dubuque still have high school sports? If they do, they could play in the north. If not then this probably wouldnt work.
