If they're not number 1, they're at least top 2. Mount Vernon is another favorite at this point in 2A. Having seen both play, I give Mount Vernon a slight edge at this point. Both were battle tested early and the year and play in tough districts. Both these teams are Tier 1 in 2A. As for the rest of the state, I think New Hampton, Waukon, Union, and Boyden-Hull/Rock Valley make up Tier 2. Hopefully we can see a Mount Vernon/NFV championship game in November.
At this point, IMO Union would be a slight #1 over NFV.
Two wins against two of the best 3A schools in the area is more impressive than shutting out a team that went 0-9 the year before.I agree that the district would be very likely to go 4-0 against most other districts under the old format.
Union's wins thus far have been even more impressive than NFV's. For Union, 2 shutouts playing up a class in ND, 2 drubbings against poor district teams, and then another drubbing this week against DB who, while perhaps not at the level they have been in recent years, is still not a "bad" team by any means (tough schedule thus far for DB). Union's defense obviously is stout, allowing only 2 TDs through five games. Can't wait to see if NFV can score on them. Union of course has a thought test before then in Waukon, and DB always plays NFV tough.

I still think, under the old format, this district would likely go 4-0 against most districts they could be matched up against. The top four being NFV, Union, Waukon, and Cascade. Right now Union hasn't had the toughest schedule - it will come in their last three games (@Waukon, @NFV, vs. Cascade). NFV is in a similar boat. If you look at BCMoore, up to this point the SOS for these "top" 4 is Waukon (21), Cascade (26), NFV (33), and Union (40). Both Union and NFV have won the way they should - with dominating wins. Waukon's only trip us was a very close game to New Hampton (who I think is clear Top 5 team), Cascade's two losses were quality (NFV, Waukon). I consider Cascade out of the picture based on those two losses, so the district will come down to NFV, Union, and Waukon.
I believe Union and Waukon will actually play in Fayette...so not a home game for Waukon. They are doing this in 2017 as well.
