Because they are a 4 seed. The state is trying to match teams up each round based on seed. So unlike last year where they would of played a 2 or 3 sister district team they will continue to play the best teams. The state wants to try to get the 4 best teams to the dome. So being a 4 seed they will try to give a one seed an "easier" road to the dome by playing a 4.
