Maybe it's only for the group hikes? It's hardly reasonable for a family or couple of friends to wear a mask. I've recently hiked to the Clementine Lake (by the way, if you're ever in California, I urge you to visit it - it's breathtaking, take a look at it on mklibrary.com), and no one was wearing masks despite the trail being quite busy. On the one hand, it's obviously not ok to prevent people from breathing in the fresh air, but on the other hand, if you're trying to buy snacks in the long queue and someone coughs - it's worth wearing it.
