The vast majority of people pay something in the neighborhood of the $10000 SALT or more. Upper middle class may pay 20000 in some state. So only the elite rich and major property owners would benefit. I have no problem with it either way, but it is an effort ny the Dems to serve their rich contributors. Maybe a campaign promise. But the point is these people are what a big percentage of the local services are used. It might be a good idea if it keeps MY and CA people home.
