The rule was in place because well it's Iowa and the Board of Control is in control , never forget that. If every other state does it , the Board of Control will not because they are the Board of Control and don't ever forget it. Shame playing two 16 minutes half are played in most all the other states , because that great idea is assured to never happen in Iowa.
This being said, the stand up rule is good as long as the coaches realize the game is about the players and they are not on TV , so use the rule accordingly , not for attention.
They will need to tweak the box location or size. A coach cannot sit "outside" the box at the end of the bench near the score table and then stand up to walk into the box which is about 5-10 feet away. So they must be seated in the box to stand up and use the box. That moves the coach away from the score table, so they have to yell from about 10 feet away to their scorer to know fouls, timeouts and such. They need to be able to come up near the score table to get information, and currently they can't.
