New classes could be added for basketball and baseball due to the dropping enrollments in smaller schools. The new classes would look something like this:
4A - 48
3A - 64
2A - 96
1A - 96
B - rest, would be 58 with 2015-16 classifications*
*I decided to call it class B as it will most likely be dropped in a few years after all the bottom schools disband or whole-grade share.

This would decrease the difference between the biggest and smallest schools in 1A, where the biggest schools are around 6 times the size of the smallest ones. With the split, the biggest schools in the new 1A are only around 2.5 times the size of the smaller schools. This system would translate perfectly to football, as the classes could all be split easily into 8 team districts. This could also give the smallest schools in the state a last chance to compete with other schools that will soon be disbanding.

This system actually doesn't change much up as far as the top 3 classes go, only the top 1A schools would lose the opportunity to beat up on some failing schools

The really smart move would be to merge with the girl's union.

I don't like the idea of the smallest class being only 58 teams though.
Most of the truly bad teams are going to be in that class. Some schools can barely field a team. I'd rather see more of them getting knocked out in the first round than quality 3A & 2A teams. 4A is still going to have a huge size disparity as well.
Using your total, I'd go:
5A: 40
4A: 64
3A: 72
2A: 80
1A: 106

Vanderhoops, I like your class totals as well. My major issue was teams having to be in a different class for basketball and football

Football is just a different animal than the other sports and can continue to be treated that way: District play instead of conferences, more consolidated teams, & some schools that don't play at all.

Merge unions with the girls & 5 classes across the board.

Just a quick fact for those of you who didn't know: Iowa is the only US state with separate governing bodies for boys and girls high school sports.
