Can A Thread That Was Just Posted On Be Moved To The Top?

I see threads that have new posts that are still sitting way down. Is this just my computer or just the way it is?

It might just be you, everything looks right on my end and the threads descend correctly by last posted in.

On the forum page, click the last message box (top right corner) so it goes in descending order. Should take care of your issue.
