2A seeding at State

Can anyone tell me how the teams are seeded once they make it to state? I think it used to be soley on their won/loss record but thought that it changed recently.??

It is now a very similar process to how districts are seeded, coaches mostly control it.

Coaches seed the teams 1-7, excluding their own team. Association adds up the points and seeds accordingly.

Seems like a fair seeding, although there is never a perfect solution. The problem in the substates is the decision by the IHSAA about which eight teams (or six) are in each substate to start with. For example, in 4A two of the three top ranked teams in the entire state, Bettendorf and Dubuque Senior are in the same substate. How can this even happen?
